Ⅱ. Project Construct Reasons and Conditions 
    First of all, Yuewei Hill has good natural ecological resources and conditions. Yuewei Mountain is located to the northwest of Shuangling Village in Guankou Town, a important town of Fujian Province. The tallest peak is 693 above the sea level. There are altogether more than 300 sorts of plants in the Mountain. There is south subtropical seasonal rain sub-vegetation in the valley between the Female Dragon Mount. and the Male Dragon Mount. One of the characteristic features of the Mountain is that the old vines twine around the big trees, which seems like the wonderful tree waterfall in Xishuanbanna. Therefore, it is acclaimed as the acme of perfection 
    Secondly, a lot of beautiful scenery can be viewed. Looking up from the foot of the Mount, the Female Dragon and the Male Dragon half-way up the hill are terrific charming. The waterfall, of which the fall is about 100 meters, is like white silk cloth flying down from the high sky. The elephant rock on the hillside of the Female Mount. is like a huge tortoise trying to reach the sea, which is remarkably vivid. All that is really delightful to the eyes and gives us a sense of well-being, include the peaceful valley, the crystal clean water, the powerful old vines, the peculiar rocks and the delightful birds’ singing. 
    Thirdly, without the similar natural ecological scenic spot in Xiamen, more and more people turn their eyes to the village life, looking for the nature and harmony, while the leisure travel in suburb is developing rapidly.

Ⅲ. The scope and content of the project
    The overall plan area is 5 square kilometers. The scenic spot is suggested to be a natural ecological resort for recreation, holiday, tour and experience.

Ⅳ. The estimated investment of the project
    Overall investment: $6050,000 
    Investment estimate: the majority of the money will be used for building reception facility and small villas (about $4,000,000), establishing sight towers and attached facilities (about $1,000,000), and building the walkways for the tourists and beautifying the surroundings (about $400,000) etc.

Ⅵ. Matching facilities for the project
    Nowadays there is a direct way leading to this scenic spot. With the government’s help, the investor can improve the infrastructures like water, electricity and communication facilities. If there are problems related to the ownership, he investors can directly contract to manage the trees in the resort. 

Ⅶ. Analysis of the social economic benefits
    It is evaluated that about 200,000 person (or time) per year will visit the resort at the beginning, while visitors will increase progressively 12% per year in the mature period. The profit rate of the project is 17%, the fulfilling conversion rate is 15.2% and period of investment return is 6.3 years (not including construction period).
